Ukraine Gambling and Casinos
In Ukraine, the process of launching the gambling industry continues, and experts and politicians are conducting an active dialogue in order to solve all the existing problems of this industry. Thus, on January 29, a round table dedicated to the first results of the Ukrainian gambling market was held at the press center of the Ukrainian News Agency.
The event was curated by the head of the Ukrainian Gambling Association Anton Kuchukhidze. Boris Baum, a representative of the expert council at the regulator, answered questions from journalists. A number of other specialists from relevant departments and business representatives also took part in the discussion of the most important issues.
The participants in the dialogue analyzed the positive aspects of launching the gambling industry, assessed the risks and possible problems associated with the actualization of gambling. The various difficulties in implementing the relevant law, adopted by President Volodymyr Zelenskyy in August last year, were also voiced.
In particular, experts raised the topic of certification of gambling equipment for casinos and bookmakers. The representative of the All-Ukrainian Association of Employers Igor Makievsky noted that to date the authorities have not developed an effective package of norms that would regulate this process.
He stated: “This is a purely technical issue. Of course, it is possible to work on the equipment that is supposed to be operated, but this will be work in violation of the law. We would not want the market to start like this. ”
Makievsky also dwelled on the need to create special training programs to improve the qualifications of casino employees. He drew attention to the practical absence of institutions that could train such personnel.
In addition, experts once again pointed out serious problems in the current tax legislation. Deputies of the Verkhovna Rada, in the opinion of many representatives of the gambling sector, deliberately delay the consideration of bill 2713-d, which is designed to regulate the norms of taxation of operators.
Earlier it was argued that if this document is not adopted, the overwhelming majority of foreign operators will refuse to enter the gambling market of Ukraine due to unreasonably high rates.
